OF E-DEMOCRACY AND THE NEW RIGHTS

The digital age is here and is generating a radical redefinition of the functioning of society, based primarily on the direct exchange capacity and the free provision of content and knowledge.
Democracy is not just a dialogue between political power and citizenship through representatives, but the Internet has generated a global information system and shared, where manipulation is increasingly difficult and the citizen is ceasing to be part of the undifferentiated mass to charge a new role.
In this new technological scenario is possible in a direct dialogue between the citizenry together and with public authorities, losing sense of the intermediary figure. It is not because of a change in the political marketing that puts in the hands of politicians new tools to convey their messages whether they Facebook or Twitter., Pecks, Tuenti. If, as seems, this is what I think are wrong. A representative democracy is run out of time and must comply with the new technological environment and become more participatory, more direct, more informational, consistent with the emerging society.
From this perspective, we want to tell the political parties, the Government ultimately our "representatives" that we are facing exhaust system, the dialectic of left and right is no longer a valid method for interpreting reality, but still have a responsibility to ensure the continuity of this essential conversation between power and citizens that began in the eighteenth century, updating the paradigm with new principles or redefining some not so new.

1 .- OPEN and OPEN ACCESS DATA (TRANSPARENCY).

A democratic state requires that the power is transparent, not citizens, so it is essential that the Act guarantees access of citizens to access public information (Open Access) through a short and simple procedure, and establish a system of Open Data (open), requiring the Administration to publish on the Internet all the information, even before someone's request, so that companies and professionals can use all the information that the administration manages to generate new services.
This involves the development of a true digital management without technological barriers that hinder the dissemination of information and also make it possible to turn services on citizens and not vice versa, as now, so are the services that are closer to the homes of citizens and firms of professionals.


2 .- FREEDOM AND CONFIDENTIALITY OF ELECTRONIC COMMUNICATIONS.

5 .- CULTURE AND KNOWLEDGE.
